The New Agent Regulations (FFAR)

The implementation of the FIFA Football Agent Regulations (FFAR) represents the most significant shift in the global representation market in a decade. For sports agencies, intermediaries, and clubs, the regulatory landscape has been fundamentally altered, bringing stringent new compliance requirements.

The Return of the Licensing Exam

One of the most heavily debated pillars of the new regulations is the reinstatement of the mandatory licensing exam. Intermediaries operating under the old system without a legacy license must now pass a comprehensive test covering FIFA statutes, transfer regulations, and dispute resolution.

Commission Caps & Dual Representation

Under FFAR, service fees are strictly capped. For transactions where an agent represents the individual or the engaging entity, the cap is set at 3% or 5% depending on the player's remuneration. Furthermore, the new rules strictly limit dual representation, only allowing an agent to act on behalf of both the individual and the engaging entity if explicit, prior written consent is given.
